Preheat your oven to 350°F (175°C). Grease a 9-inch round cake pan.
In a medium bowl, mix flour, baking powder, baking soda, cinnamon, nutmeg, ginger, cloves, and salt.
In a separate large bowl, cream butter and sugar until light and fluffy.
Beat in the eggs one at a time. Stir in vanilla extract.
Gradually add the dry ingredients, alternating with the milk. Mix until just combined.
Gently fold in the chopped apple.
Pour the batter into the prepared pan and smooth the top.
For the topping: Mix brown sugar and cinnamon and sprinkle evenly over the batter.
Bake for 35-40 minutes or until a toothpick inserted in the center comes out clean.
Cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
