Ingredients
  

  • For the Cake:
  • 1 1/2 cups all-purpose flour
  • 1/2 cup unsweetened cocoa powder
  • 1 teaspoon baking powder
  • 1/2 teaspoon baking soda
  • 1/4 teaspoon salt
  • 1/2 cup unsalted butter softened
  • 1 cup granulated sugar
  • 2 large eggs
  • 1 teaspoon vanilla extract
  • 1 cup sour cream
  • 1/2 cup milk
  • 1 cup chocolate chips
  • For the Streusel:
  • 1/4 cup granulated sugar
  • 1/2 teaspoon ground cinnamon
  • 1/2 cup all-purpose flour
  • 1/4 cup unsalted butter cold, cut into pieces

Instructions
 

  • Preheat oven to 350°F (175°C) and grease a 9x9-inch pan.
  • In a bowl, whisk together flour, cocoa, baking powder, baking soda, and salt. Set aside.
  • Cream butter and sugar until fluffy. Add eggs, one at a time, then vanilla.
  • Alternate adding dry ingredients and sour cream, mixing until smooth.
  • Fold in milk and chocolate chips.
  • For the streusel, mix sugar, cinnamon, and flour. Cut in cold butter until crumbly.
  • Pour batter into the pan, top with streusel, and gently press down.
  • Bake for 35-40 minutes, until a toothpick comes out clean.
  • Cool for 10 minutes, slice, and serve.
